Sharon Smith

In May 2015, Sharon Smith was named Ohio’s Procurement Technical Assistance Center (PTAC) Statewide Program Manager at the Ohio Development Services Agency. In her role, Sharon is responsible for administering and overseeing the Ohio PTAC network consisting of eight offices providing government procurement assistance to Ohio businesses.

Sharon has been with the agency for over 32 years in various leadership roles, including Assistant Deputy Chief for the Office of Community Assistance and Assistant Deputy Chief for the Minority Business Development Division.

Sharon has earned a Master’s degree in Education from Capella University, and a Bachelor’s degree in Organizational Management from Wilberforce University.

Sharon Hopkins

Director
Ohio University PTAC at Athens

As Director of PTAC, Sharon Hopkins manages eight of the state’s PTAC offices. Sharon participates in, conducts and facilitates seminars on multiple topics relating to business and government contracting. Her region consists of 62 Ohio counties with offices located in Akron, Athens, Cincinnati, Cleveland, Columbus, Dayton, Kirtland and Pickerington. Sharon works closely with PTAC staff, economic development entities and government agencies to promote small business in the region. Sharon has collected an immense amount of knowledge about the procurement field during her 20+ years of experience.

Sharon is a graduate of Marietta College, where she majored in Management. She is a certified counselor for the Center for Veterans Enterprise (CVE), and maintains a Level II Associate Contracting Assistance Specialist (ACAS) certification with the Association of Procurement Technical Assistance Centers (APTAC). In service to her community Sharon has won two elections to fill a seat on the Warren Local Board of Education and was an appointed representative to the Washington County Career Center Board of Education. Sharon was born and raised in southeastern Ohio where she still lives with her husband and extended family.

Michael (Mike) Blythe

Procurement Specialist
Ohio University PTAC at Pickerington

Mike Blythe is the Business Counselor at the Procurement Technical Assistance Center (PTAC) at Ohio University in Pickerington. Mike has more than 30 years’ of leadership, management and security experience with the United States Air Force.

After retiring from the Pentagon, he worked in Afghanistan for four years as a defense contractor, followed by two years as a management consultant for a major defense contractor, where he was a key participant in several multi-million-dollar Department of Defense (DoD) contracts.

Mike earned his Bachelor of Science degree in International Politics from the U.S. Air Force Academy, Masters in International Relations, Masters in Public Administration, Masters Certificate in Government Contracting and is currently pursuing a PhD in Political Science at The Ohio State University.

Additionally, his professional military education includes Squadron Officer School (Distinguished Graduate), Air Command and Staff College, Royal Air Force Staff College in the United Kingdom, and National Defense Fellow at Boston University.

Larry Brown

Larry Brown is a Procurement Counselor with the Ohio University Procurement Technical Assistance Center (PTAC) in Cincinnati. He has a BBA degree in Business Management from the University of Cincinnati.  His professional experience includes over 16 years in commercial lending along with several years in transportation and restaurant management. He has also worked in various areas of business development for small businesses for 12 years. William (Bill) Cox

Southwest Ohio Associate Director
Ohio University PTAC at Dayton

Bill Cox is the Southwest Ohio Associate Director at the Ohio University Procurement Technical Assistance Center (PTAC) in Dayton. Prior to his role, Bill directed the Southwest Ohio University PTAC, served in the U.S. Air Force for 26 years, worked as a defense contractor, served as director of operations and business development manager, and led the development and implementation of large information technology systems.

He has more than 15 years’ experience in government procurement and is certified as a Level III program manager in the Department of Defense Acquisition Professional Development program.

Bill received his Bachelor of Business Administration (BBA) from the University of Georgia, Master’s in Management from the University of Phoenix, and Master of Science in Logistics Management from the Air Force Institute of Technology.

Billy Grill

Billy Grill is a Procurement Counselor for the Ohio University Procurement and Technical Assistance Center (PTAC) in Dayton. He has 15 years of experience in helping clients market to all levels of Federal, State, and Local governments. His varied roles in business development, marketing, operations, and program management give him a wide skill set to assist his clients with. Billy also has experience as a Small Business Development Center Counselor helping businesses start, grow, and expand their footprint.

With an A.A. in Business Administration from Sinclair Community College and a B.S. in Business Administration from Salisbury University, Billy has strong knowledge of business fundamentals. Richard Delisio

Rich Delisio is the Business Counselor at the Ohio University Procurement Technical Assistance Center (PTAC) in Akron. With more than eight years’ experience in this role, he helps Ohio small businesses in Richland, Ashland, Carroll, Holmes, Jefferson, Medina, Stark, Summit, Tuscarawas, and Wayne counties compete for and win government contracts.

Rich has more 25 years of business management experience, 12 of which he directed the Material Management (Purchasing) Department at Youngstown State University (YSU).

Dorinda Byers

Dorinda Byers is Associate Director with the Ohio University Procurement Technical Assistance Center (PTAC) for Central Ohio. She holds a Bachelor’s degree from Ohio State and a Master’s degree from Muskingum University. Kent Kahn

PTAC Coordinator
Northwest Ohio PTAC at Rhodes State College

Kent has been involved in Workforce, Economic Development and job training for more than 30 years. From March 2017 through June 2018 he served as Executive Director at Rhodes State College (RSC) for Workforce, Economic Development and Continuing Education (WEDCE). In July 2018, he moved into the Procurement Technical Assistance Program Center Coordinator position at RSC.

He has served on the Area 7 Workforce Innovation and Opportunity Act (WIOA) Board since its inception. Kent was state director for more than 24 years at Experience Works in Ohio and Michigan, a national non-profit federally funded job training program for low-income older workers. For many years he served on the board of the National Association of Workforce Development Professionals as a Certified Workforce Development Professional.

With a degree in Journalism from Ohio University, Kent is proud to make the Lima/Allen County area his home with his wife Diane. They have two adult daughters, three grandchildren and Kent enjoys golfing.

Doug Durliat

Procurement Specialist (Part-time)
Northwest Ohio PTAC at Rhodes State College

Doug Durliat is currently director of the West Central Ohio Manufacturing Consortium (WCOMC) and part-time PTAC Specialist, based in Lima.  His primary WCOMC responsibilities include directing curriculum and classes for training and retraining persons for manufacturing jobs.   He also recruits and maintains membership of the consortium and coordinates the involvement of the manufacturers, community organizations and education partners in the program.

Prior to his experience with the WCOMC, he was program administrator for 5 years with the Putnam Soil & Water Conservation District.  He was communications director of the Ohio Farmers Union for 12 years and was a news and sports reporter for local radio stations for eight years.  He is a 1980 graduate of Bowling Green State University.  Doug and his wife, Mary Kay, reside near Ottawa and have four children.

Joseph (Joey) Scott

Joseph Scott is the Director of Youngstown State University’s Procurement Technical Assistance Center (PTAC), which is hosted by the Williamson College of Business Administration. He services Trumbull, Mahoning, and Columbiana Counties. Joseph works closely with the Small Business Development Center & Export Assistance Network, his PTAC colleagues, and the local economic development and government agencies to further the growth Ohio small businesses.

Joseph graduated from YSU with a BSBA in Accounting and a Master’s of Business Administration. He maintains a Certified Global Business Professional (CGBP) certification with the National Association of Small Business International Trade Educators (NASBITE) and is working toward becoming certified through the Association of Procurement Technical Assistance Centers (APTAC).

Karen Wivell

Karen Wivell has served in the Ohio Procurement Technical Assistance Center (PTAC) since 2013. As the Cleveland Procurement Specialist she serves Cuyahoga, Erie, Huron and Lorain counties in Ohio. Karen received her BS from Kent State University (KSU). She has more than 30 years in the corporate, non-profit and public sectors, including in marketing, administrative and procurement roles.
