Sharon Smith

In May 2015, Sharon Smith was named Ohio’s Procurement Technical Assistance Center (PTAC) Statewide Program Manager at the Ohio Development Services Agency. In her role, Sharon is responsible for administering and overseeing the Ohio PTAC network consisting of eight offices providing government procurement assistance to Ohio businesses.

Sharon has been with the agency for over 28 years in various leadership roles, including Assistant Deputy Chief for the Office of Community Assistance and Assistant Deputy Chief for the Minority Business Development Division.

Sharon has earned a Master’s degree in Education from Capella University, and a Bachelor’s degree in Organizational Management from Wilberforce University.

Sharon Hopkins

Director
Ohio University PTAC at Athens

Sharon Hopkins is the Director of Ohio University’s Procurement Technical Assistance Centers (PTACs), which is part of the Center for Entrepreneurship (a partnership between the Voinovich School of Leadership and Public Affair and College of Business). In her role, she manages six of the State’s PTAC offices.

Her region consists of 55 Ohio counties with offices located in Akron, Athens, Cincinnati, Columbus, Dayton and Lancaster. Sharon works with her staff, economic development agencies and government agencies to help grow Ohio small businesses. Sharon has more than 20 years’ experience in government procurement.

Sharon graduated from Marietta College with a Bachelor’s degree in Management. She maintains a Level II Associate Contracting Assistance Specialist (ACAS) certification with the Association of Procurement Technical Assistance Centers (APTAC).

Michael (Mike) Blythe

Procurement Specialist
Ohio University PTAC at Lancaster

Mike Blythe is the Business Counselor at the Procurement Technical Assistance Center (PTAC) at Ohio University in Lancaster. Mike has more than 30 years’ experience of leadership, management and security with the United States Air Force.

After retiring from the Pentagon, he worked in Afghanistan for four years as a defense contractor, followed by two years as a management consultant for a major defense contractor, where he was a key participant in several multi-million-dollar Department of Defense (DoD) contracts.

Mike earned his Bachelor of Science degree in International Politics from the U.S. Air Force Academy, Masters in International Relations, Masters in Public Administration, Masters Certificate in Government Contracting and is currently pursuing a PhD in Political Science at The Ohio State University.

Additionally, his professional military education includes Squadron Officer School (Distinguished Graduate), Air Command and Staff College, Royal Air Force Staff College in the United Kingdom, and National Defense Fellow at Boston University.

Hayward Chappell

Procurement Specialist
Ohio University PTAC at Cincinnati

Hayward Chappell is the Business Counselor for the Ohio Procurement Technical Assistance Center (PTAC) in Cincinnati. In his role, he helps Ohio small businesses in six counties in Southwest Ohio compete for and win local, state and federal government contracts.

Prior to his current role, he was working as the Procurement Counselor for the Southern Ohio Procurement Outreach Center (SOPOC) for ten years assisting small businesses in the 10-county region.

Hayward graduated from Brown University with a degree in Children in the Arts. He also received a Bachelors in Theology and a Master of Arts in Teaching with a concentration in English. He was ordained in 1983 and worked as a full-time minister with Biblical research and teaching ministry.

William (Bill) Cox

Bill Cox is the Business Counselor at the Ohio University Procurement Technical Assistance Center (PTAC) in Dayton. Prior to his role, Bill directed the Southwest Ohio PTAC, served in the U.S. Air Force for 26 years, worked as a defense contractor, served as director of operations and business development manager, and led the development and implementation of large information technology systems.

He has more than 15 years’ experience in government procurement and is certified as a Level III program manager in the Department of Defense Acquisition Professional Development program.

Bill received his Bachelor of Business Administration (BBA) from the University of Georgia, Master’s in Management from the University of Phoenix, and Masters of Science in Logistics Management from the Air Force Institute of Technology.

Richard Delisio

Rich Delisio is the Business Counselor at the Ohio University Procurement Technical Assistance Center (PTAC) in Akron. With more than eight years’ experience in this role, he helps Ohio small businesses in Medina, Wayne, Summit, Stark, and Portage counties compete for and win government contracts.

Rich has more 25 years of business management experience, 12 of which he directed the Material Management (Purchasing) Department at Youngstown State University (YSU).

Howard A. (Tony) Griffin, Sr.

Procurement Specialist
Ohio University PTAC at Columbus

Tony Griffin is the Business Counselor for the Ohio University Procurement Technical Assistance Center (PTAC) in Columbus. In his role, he provides mentoring and coaching to Ohio small businesses to become more competitive in the government marketplace.

Prior to his role, Tony served two years as a volunteer certified mentor for the Service Corps of Retired Executives (SCORE). He has also worked for the Department of Defense (DoD) as an EMALL Program Manager, Supervisory Contract Specialist of EMALL Contracting in the Land and Maritime Strategic Material Sourcing Group (DSCC-FLG), was Director of the Office of Small and Disadvantaged Business Utilization, and Principal Advisor and Assistant to the Commander in directing and implementing the Small and Disadvantaged Business Utilization Programs. Tony worked in the private industry for 18 years prior to joining the Defense Logistics Agency (DLA).

Tony received an Associate’s degree in Architectural Technology from the College of Applied Science at the University of Cincinnati. He also attended the Defense Acquisition University (DAU) for Change Management/Performance Management, and received his Defense Acquisition Workforce Improvement Act (DAWIA) III certification at Harvard University and Penn State.

Kent Kahn

PTAC Coordinator
Northwest Ohio PTAC at Rhodes State College

Kent has been involved in Workforce, Economic Development and job training for more than 30 years. From March 2017 through June 2018 he served as Executive Director at Rhodes State College (RSC) for Workforce, Economic Development and Continuing Education (WEDCE). In July 2018, he moved into the Procurement Technical Assistance Program Center Coordinator position at RSC.

He has served on the Area 7 Workforce Innovation and Opportunity Act (WIOA) Board since its inception. Kent was state director for more than 24 years at Experience Works in Ohio and Michigan, a national non-profit federally funded job training program for low-income older workers. For many years he served on the board of the National Association of Workforce Development Professionals as a Certified Workforce Development Professional.

With a degree in Journalism from Ohio University, Kent is proud to make the Lima/Allen County area his home with his wife Diane. They have two adult daughters, three grandchildren and Kent enjoys golfing.

Jane Stewart

Procurement Specialist
Northeast Ohio PTAC at Lakeland Community College

Jane Stewart has been with the Northeast Ohio Procurement Technical Assistance (NEOPTAC) for 17 years and is the program director. She is responsible for counseling businesses in procurement practices and procedures for all levels of government over the seven county NEOPTAC service area, stretching from Huron County east to Ashtabula and south to Geauga.

Jane holds an Associate’s Degree in Applied Business Technologies from Lakeland Community College, and is certified as a Level 3 Contracting Assistance Specialist by the national Association of Procurement Technical Assistance Centers (APTAC). Jane was named the Ohio Small Business Champion of the Year in 2007 by the U.S. Small Business Administration.

Karen Wivell

Karen Wivell is the Procurement Counselor for the Ohio Procurement Technical Assistance Center (PTAC) at Lakeland Community College. In her role, she helps Ohio small businesses with government contracting. With more than four years’ experience, she has helped hundreds of businesses compete for and win government contracts. She has provided guidance on creating capability statements, conducting market research and planning, as well as assisting with governmental registrations, certifications and requests for proposal (RFP) reviews.

She received a degree from Kent State University, and has worked to promote small businesses with the Ohio Small Business Development Center (SBDC). In the private sector, she has extensive experience in marketing and communications for organizations such as Clear Channel and American Greetings.
